State employees to get enhanced DA

NAHARLAGUN, Jun 14: The state government on Tuesday cleared the additional dearness allowance (DA) of 8% over the existing rate of 72% to all State Government employees with effect from January 1, 2013.

The DA arrears will be disbursed in three phases in June, July and August.

The expenditure to be incurred for payment of additional DA will be met from existing budget provisions of the department concerned in the current financial year ( 2013-14).

The revised rates of DA will be applicable to regular State Government employees only. DIPR

 

IAF team inspects site for ALG in Tawang

TAWANG, Jun 14: In order to locate a suitable site for the proposed Advanced Landing Ground (ALG) here, a high level technical team from Indian Air Force inspected the proposed site at Thrillam village in Lumla sub-division along with MLA Jambey Tashi, Deputy Commissioner Abhishek Dev and Brig JS Rajpurohit, Commander, 190 Mtn Bde.

The officer due of Indian Air Force Wing Commander P Joseph of Air Force Station Jorhat and Sqn Ldr R Shiva Prasad of Tezpur expressed their satisfaction with the proposed site for the ALG in Thrillam.  They will be submitting their preliminary inspection report to the Air Force authorities at the earliest for taking further necessary action.

Meanwhile, MLA Jambey Tashi and the PRI members requested the State Government to take up the establishment of the ALG as the site is found to be technically suitable.   DIPRO

 

Yam to receive National Youth Award

ITANAGAR, Jun 14: Tilling Yam, daughter of Tilling Duri of Hong village, Ziro, Lower Subansiri district has been selected for National Youth Award by Union Ministry of Youth Affairs & Sports in recognition of her illustrious service in the field of indigenous medicines, their preservation and protection and for creating legal awareness amongst the masses.

The award will be presented at a function to be organized by the department of Youth Affairs and Sports, GoI at Shastri Bhawan, New Delhi in first week of July, 2013.

The award carries a Silver Medal, a certificate and cash prize prizes.

She received the State’s Best Youth Award in 2010 and ‘district best youth award’ in 2007-08.

 

Medical camp conducted

ITANAGAR, Jun 14: Altogether 64 patients benefitted from the medical camp organized by the ASM and Gram Chairperson of 26 Tayo Anchal Segment Toku Aya and Khoda Yachum at Harak village of Lower Subansiri district on June 6 last.

The medical team, which consisted of six staff, was led by Medical Superintendent Ziro Dr Subu Habung.

 

Sangha Tagik elected K/Kumey ZPC

KOLORIANG, Jun 14: Parsi-Parlo ZPM Sangha Tagik was elected unopposed as the Zilla Parishad Chairperson (ZPC) of Kurung Kumey District in the first meeting of the elected ZPMs at Conference hall here.

Tagik after being elected as ZPC stressed the need for strengthening the Panchayati Raj Institutions in the district and urged the Panchayat leaders to work hard to achieve the desired goal.

Deputy Commissioner Rajeev Takuk administered the oath to all the ZPMs and the newly elected ZPC.

The DC urged all the newly elected members to put all their effort and work for the people.

Animal health camp

ITANAGAR, Jun 14: An awareness cum animal health camp was jointly organized jointly by Krishi Vigyan Kendra (KVK), and Department of Animal Husbandry and Veterinary in collaboration with NGO Preservation and Promotion of Society (PPS) at Jia village of Lower Dibang Valley district.

A total of 74 livestock, including cattle, pigs and goats were vaccinated against Foot and Mouth Disease (FMD).

Dr. VK Sahgel, District Veterinary Officer briefed the farmers about the importance of livestock insurance and its benefits.

Subject Matter Specialist in Animal Science Dr. Dipankar Hazarika detailed the farmers about the steps they should take to prevent FMD.

 

EKSWCO writes to CE for maintenance of Bana to Seppa road

ITANAGAR, Jun 14: Reiterating its concern over the pathetic condition of road between Bana to Seppa, the East Kameng Social Welfare & Cultural Organization (EKSWCO) has urged for its maintenance.

In a letter submitted to the Chief Engineer, PWD, Trans-Arunachal Highway, it reasoned that since the mentioned road was taken over by the Trans-Arunachal highway from the BRTF plying of small cars on the road have become next to impossible.

Responding to the letter, EKSWCO has claimed that the chief engineer has assured of expediting the construction work of the road.

 

Orgs demand cancellation of ‘illegal appointments’

ITANAGAR, Jun 14: Arunachal Pradesh Students’ Organization (APSO) and All Arunachal Pradesh Youth Forum (AAPYF) have submitted a joint memorandum to the Governor demanding  immediate cancellation of appointments in B C D category posts under State Council for IT and  e-governance.

53 persons were appointed in various posts under the Council without any advertisement and interview, both the organizations said in its memorandum and demanded cancellation of those appointments and  filing up the same posts through proper interview. It further demanded CBI enquiry into the alleged illegal appointments.

Other demands of the organizations include eviction against all Govt land/quarters encroachment and punishment to the encroachers and checking against misuse of red light flasher. The memorandum also threatened to call Capital bandh on June 26 if their ‘genuine demands’ are not fulfilled.   

 

Forum demands permanent fire station at Banderdewa

ITANAGAR, Jun 14: All Banderdewa Circle Anti-Corruption Youth Forum (ABCACYF) has demanded  establishment of a permanent fire service station at Banderdewa at the earliest.

In a representation addressed to the Chief Minister, the  Forum said that Banderdewa is an  important town at the gateway of Arunachal Pradesh capital. Apart from the  Police Training Centre  and large number of commercial establishments, it has one big  steel processing industry and  3 petrol pumps, the Forum pointed out and advocated for early establishment of a fire station to  prevent any unwanted fire incidents  in near future.

However, the Forum expressed happiness over the installation of CCTV camera at Banderdewa check gate.

 

Death mourned

ITANAGAR, June 14: The All Mengio Educated Unemployed Forum and All Mengio Market Welfare Association have mourned the demise of Takam Tani who passed away on June 12 last at Dispur Hospital, Guwahati after prolonged illness.

Late Tani was the HGB of Sakiang Panchayat. He is survived by his two wives, three sons and four daughters.

In the condolence message, describing him as one of the most dedicated and prominent social worker of Mengio area it stated, with his death a vacuum has been created in the society which will be hard to fill.

At this hour of sorrow and grief, our tearful hearts goes out to the bereaved family members and we pray the almighty to give enough strength to bear the loss. We also pray for the eternal peace of the departed soul, it added.

 

“Case settled”

 ITANAGAR, Jun 14: The case involving Kogam Bagang and Nich Tader, EE of Tali PWD Division has been settled/resolved amicably with timely intervention of Ziro ADC Yuha Tapu on June 10, claimed Bagang Welfare Society Capital Complex (BWSCC) Itanagar.

The core committee constituted with members from both Nich and Bagang to unearth the truth behind the incident claim to have found that neither of the parties had any intention to harm or tarnish the image of other party. The committee disclosed that “the main mistake was done by the predecessor of the present incumbent and other support staff of the department,” BWSCC said release said.

BWSCC Itanagar expressed gratitude to ADC Yuha Tapu and others who helped settle the case amicably within very short period of time.

 

Students stage dharna against school land encroachment

ITANAGAR, Jun 14: Students of Government Higher Secondary School organized a dharna in front of their school, Itanagar from June 10-13 last.

The dharna was against the school authority of Government higher Secondary School, Itanagar and school land encroachment.

The students alleged that the school authority is charging huge amount of money from students as admission fee and other development fees.

The students further alleged that some individuals are encroaching the school land but the authority failed to initiate any step in this regard.

It appealed to the higher authority of education department and district administration to look into the matter immediately.

They also appealed to the heads of various government educational institutions of the state to collect reasonable and uniform school admission fees.

 

Mobile tower at Koyu, Korang demanded

PASIGHAT, Jun 14: Koyu-Korang area under Nari-Koyu constituency is still devoid of any means of communication even after six decades of independence.

Koyu EAC headquarters with more than 4,000 populations was established 20 years ago, and later on, another Circle Office was established at Korang but no development has taken place since establishment of EAC and CO headquarters.

Takir Kakki, the newly elected ZPM of Koyu Anchal Block, lamented that the people of the area have been living a medieval life where there has been no all-weather road connectivity and telecommunication facility in the vast hilly area.

Though there is a full fledged Circle Office, Higher Secondary School and other department offices at Korang, the people are suffering a lot due to lack of telecommunication facilities.

Kakki, who recently met the BSNL General Manager in Itanagar, said that the manger had assured to erect mobile towers at Koyu and Koang at the earliest.

Extension of BSNL mobile network to Koyu and Korang areas was a long-felt demand of public. The local administration has already allotted land for erection of the mobile towers. But, delay in installation of mobile tower is causing a great deal of dissatisfaction among the local people.

Koyu area is located at about 30 kilometer west of Ruksin.

Development oriented AOP 2013-14 approved

ITANAGAR, Jun 14:  The State Planning Board today approved a pro-people and growth oriented AOP of the State for 2013-14.

 

The overall plan allocation for 2013-14 is Rs. 3700 Crore that marked a step up 23% over Revised Outlay of Annual Plan of 2012-13 of Rs. 3010.00 Crore.

It was possible due to the relentless efforts put in by the Chief Minister and his Team pursuing the State Government proposals in Govt. of India and highlighting the critical requirements of the people of the frontier State, said a release from Chief Minister’s Media Cell.

Addressing the meeting, Tuki, who chaired the meeting as the Chairman of SPB, said that this was the earliest ever that the SPB meeting was held in the State. He added that the timely approval of AOP would pave the way for timely execution of projects, resulting in faster development. He elaborated on the thrust areas for 2013-14 as, taking education to door-steps, ensuring health for all, agriculture and horticulture, including tea and rubber cultivation, employment generation and skill development, realizing potential of youth in sports and physical activities and tourism promotion.

He stressed on consolidating the policies and programs initiated last year especially policies which bring direct benefit to the poor beneficiaries by providing them employment and enhancing their incomes. He also dwelled on revenue collection which was impressive last year primarily because of the string of measures that the State Government had initiated to increase revenue last year. He urged the departments to continue their efforts and maximise revenue collection this year as well in addition to checking avoidable expenditure.

He also emphasized quarterly review of progress of projects. He further highlighted that since the SPB meeting held in time, the departments will have sufficient time for qualitative and timely completion of plan schemes and projects. Tuki urged that quarterly monitoring of the Plan schemes must be undertaken by the Planning Department.  

Earlier, Parliamentary Secretary (Planning) Nabam Rebia gave the welcome address wherein he urged active participation by all the members of the SPB.

Speaking on the occasion, Minister (Planning) Chowna Mein stressed on the need for promotion of income generating activities like tea and rubber cultivation and conveyed that State Government will strive to provide funds for all development oriented schemes proposed by the Departments. He also exhorted various Departments to restrict wasteful expenditure and increase government revenues.

An over all presentation on the performance of the State on social and economic parameters was earlier given by the State Planning Secretary Ankur Garg, who also apprised the members of the break-up of current year’s plan resources.

Chief Secretary Hari Krishna Paliwal and Development Commissioner (Planning), Ramesh Negi also spoke on the occasion.

Departmental presentations on the AOPs were given by Commissioners and Secretaries and after detailed discussions and modifications based on suggestions of members, the AOP for 2013-14 was approved. All the Departments were asked to start works at the ground level based on the approved AOPs on highest priority.

The meeting was also attended by all other ministers, and most of Parliamentary Secretaries, Commissioners, Secretaries and Heads of all the departments attended this all-important meeting.

 

Highlights

1.  Chief Minister’s Award for Excellence in Quality Education scheme with an outlay of Rs 100 Lac.

2.  A new scheme, VIDYA with an outlay of Rs. 500 Lac approved for girl students of Class-V with an initial deposit of Rs. 5000.00 in their Account. This will be made available to them along with interest after completion of Class-XII.   

3.  Chief Minister’s Talent Award Scheme. Rs. 400.00 Lac has been allocated to School Education Department for awarding cash award and Laptop to students as per eligibility during 2013-14 including to those students whose applications had been withheld due to non submission of mandatory information and documents last year. Further, an amount of Rs 300.00 Lac has been provided to Planning Department for purchase of Laptops for the students who have already been provided with cash award during 2011-12 and 2012-13.

4.  Provision of Sanitary Napkins with an outlay of Rs. 200 Lac for girl students studying in Government schools (Classes VI to XII) for better hygiene for girl students and for removing the barrier for girls to attend the schools regularly. Approximately 82,419 girl students will be covered under this programme.

5.  Rs. 1300.00 Lac has been allocated to Higher & Technical Education Department and Rs. 3100.00 Lac to School Education Department for payment of stipend as per enhanced rate.

6.  Rs. 25.00 Lac allocated for Arunachal Pradesh Krishi Karman Award for best performing farmers.

7.  Rs. 513.00 Lac allocated for Chief Minister’s Agriculture Mechanization Programme.

8. Chief Minister’s Mission Mode Project (MMP) on plantation of Tea and Rubber crops. Under this programme an amount of Rs. 500 Lac for tea growers and Rs. 1000 Lac for rubber growers has been earmarked during 2013-14.

9. For Chief Minister Universal Health Insurance Scheme programme the benefit of insurance to be extended to 2.00 Lac families of the State for attaining the objective of ‘Good Health for All’ was approved. This scheme will endeavour to have a deeper and wider coverage than RSBY (Rashtriya Swasthya Bima Yojana) and Arogyanidhi schemes of Government of India.

Other most important highlights of the AOP as approved were; Chief Minister’s Paryatan Vikaas Yojana (Rs. 500.00 Lac), Chief Minister’s Disability Pension Scheme (Rs. 50.00 Lac), Purchase of medicines through Deputy Commissioners (Rs. 600.00 Lac),School furniture’s through Deputy Commissioners (Rs. 90.00 Lac),Sports equipment through Deputy Commissioners (Rs. 36.00 Lac),Chief Minister’s Loin Loom Scheme, to promote local entrepreneurship and to preserve some of the rare beautiful Arunachalee handloom design. (Rs. 200.00 Lac).

Besides, AOP also approved funding for creation of new Police Stations at Chimpu, Papu Nallah, Nitivihar, Jotey and Palin. Installation of CCTVs at all public places and traffic points in the twin towns of Itanagar-Naharlagun was also approved for funding.

 

 

Governor reviews development, law & order situation

ITANAGAR, Jun 14: Arunachal Pradesh Governor Lt. Gen (Retd) Nirbhay Sharma reviewed the State’s developmental activities and law and order scenario with senior officers including the Chief Secretary, Director General of Police and Development Commissioner at Raj Bhawan here yesterday.

 

The Governor said that the State with small and manageable population has tremendous opportunity to develop at very high growth rates. The officials have to formulate ways and means and harness this opportunity through the best possible methods, he said.

Minutely noting the progress of developmental projects in the State during the meeting, the Governor advised the officials to ensure that the projects are implemented within prescribed time frame. The Governor exhorted the officials to keep their mind open to new ideas and innovative ways to meet the challenges posed by the changing trends in administration and governance.

The Governor, who had recently visited Changlang, Tirap and East Siang districts, shared his observations with the senior officers. He asked them to take initiative to instill sense of security amongst the people in trouble-torn districts of Tirap, Changlang and Longding.

The Governor also expressed concern over low literacy rate in the state, particularly female and stressed on quality teachers and accommodation for teachers, especially for those who are serving in interior areas.

As Arunachal Pradesh is an agrarian state, the Governor emphasized on organic farming, double cropping and using latest technologies in agriculture and horticulture activities for better production.

While calling for protection of the forests, the Governor advised the officers of Environment and Forests department to involve all stakeholders at community level.

Earlier, State Chief Secretary Dr. HK Paliwal briefed the Governor on overall developmental scenario of the state with help of PowerPoint presentation. Progress of works in different sectors, including road, railway and air connectivity, water supply hydropower, and power sector were discussed. Health, education, forests, agriculture, horticulture and tourism sectors have also come up for discussion in the meeting.

The Chief Secretary also briefed the Governor on the progress of works under Prime Minister’s package in the State.

Candlelight procession to seek justice for Bomjen Gapak

ITANAGAR, Jun 14: Hundreds of student and civil society members from all walks of life took part in a candlelight march in Itanagar today evening seeking justice for the young teenager Bomjen Gapak who was killed by group of people in the heart of the city. Family members of late Bomjen led the rally from Hanuman Mandir, Ganga to Legi Complex.

Late Bomjen Gapak was killed by a group of people on the wee hours of May 27 last at Legi Complex here and the police are yet to make any headway into the incident.

The procession passed through police station and culminated at Legi Complex, the incident site, where the family members of the deceased addressed the gathering and observed a two minutes silence  for  the peace of  the departed soul.

President ANSU Sikka Gapak, addressing the gathering while taking a dig at the security scenario of the state said the state government needs to wake up from its deep slumber.

“While we blame the police for not being able to control the deteriorating law and order of the state, we are also to be blamed for being part of a failed society,” he said.

“We also have to introspect ourselves, about what is it that is going wrong,” he added with anguish.

Meanwhile, the All Nyishi Students’ Union (ANSU) has decided to temporarily suspend the agitation for two months after it was assured by the chief minister yesterday that all its demands would be fulfilled within two months.

ANSU’s demand include immediate arrest of the culprit involved in the murder of Bomjen Gapak, appointment of an independent Home Minister, CCTV camera installations at all key places and additional police station in the twin capital city of Naharlagun and Itanagar.

The Union will resume its agitation if the CM fails in his commitment to meet the charter of demands placed within these two months, ANSU further warned.

 

 

Water crisis hits Roing people

ROING, Jun 14: For residents of Roing town, water crisis is becoming an unending suffering. For three months, supply of muddy water sourced from River Eze irked the residents.

A mass rally was held on June 5 to protest over supply of murky water. Following the public protest, the Roing PHED department had set June 13 as deadline promising to supply treated water, thereafter.

The deadline expires, and citizens as promised are supplied treated water; but on timely basis. The water is supplied under the new time table with time slot of 1 hour every morning and evening.

This is, however, again causing inconvenience and discomfort to many residents. “We find it difficult to adapt to this new routine,” says one housewife. “We are used to 24 hours of supply of water.”

Many now feel the earlier option of 24 hour water supply was better. This is because; in many parts of the town the water supply has almost stopped. The water pressure has reduced drastically, causing decrease in quantity of water flow.

The district hospital in the town is hit hard due to lack of water. For lack of water, toilets in the hospital are loitered. “This season is particularly prone to diseases.

Without proper supply of water, imagine how doctors will attend to pregnancy cases,” lamented one citizen.

The reason for reduced pressure in water is the absence of pumping system in the water treatment plant (WTP). The town has only one WTP plant built in 2004 at estimated Rs 4.4 crore.

The elevation of the treatment plant provides all the needed pressure for water supply. It is then pumped to four major water reservoirs or tanks - Durga Mandir tank, BRTF tank, Reservoir and Sedimentation tank.

Through this water tanks, an estimated population of 40,000 in the town is supplied 1.3 MLD of water every day. The total intake capacity of consumers in the town is estimated at around 1.3 MLD.

According to department officials, the water tank has the required capacity and pressure to meet the demand. But for poor networking of pipelines across the town, the water shortage still persists.

“Many households in the town have multiple water connections that add to improper distribution of water,” said the official.

Another reason for water shortage, the official points is lack of civic sense. “The required amount of water for one person is 40 litres a day. But due to excess wastage, water requirement increases twice or thrice. People keep their water pipeline flowing for hours. They do not install water regulators in their pipe.”

To check such wastage, and to regulate water supply system, the government has already constituted Village Water Supply and Sanitation Committee (VWSSC) for every gram panchayat.

But these village water committees are functionless. In most villages in the township, it is a common sight to see water pipelines installed outside the houses with water kept to flow for 24 hours.

Also aggravating the problem is the growing demand for metal scraps. Water regulators made of brass is their favorite.

However, in lower parts of the town - Yibuk, Rayang and Meka, the VWSSC rules are strictly implemented. If a pipeline is unregulated, a fine of Rs 500 is imposed. Still, if the person fails to comply, the water supply is disconnected.

No house can take multiple water connections and for any new connection, a person has to seek permission of the village committee.

 

 

Padma Shri awardee defies cancer to work for destitute

ITANAGAR, Jun 14: For Padma Shri awardee Binny Yanga, a tribal woman in her late 50s, life means reaching out to the orphans and destitutes despite having been afflicted with cancer.

Yanga was diagnosed with cervical cancer in 2007 and doctors gave her just six months, but not only did she live beyond the deadline, she continued to work for the Oju Welfare Association (OWA), set up by herself, which hosts 338 orphans and destitute.

Sitting in her office room of OWA, Yanga recalled, "I was numb with fear at what the doctors said. For six months I could not eat and sleep as fear of death haunted me all the time."

But gradually, she told PTI, the realisation dawned on her that since anyway she had to die one day, she would rather continue her work for the children of the lesser gods.

The Government of India conferred her with Padma Shri award in 2012 in recognition for her selfless service.

"The award is the outcome of my long 32 years of hard work for the upliftment of the tribal society in Arunachal. I am fully satisfied now."

She also received the prestigious Durgabai Deshmukh Award in 2000.

Yanga's parents were also social activists, a fact which probably influenced her decision to take up social work since her student life.

She formed the All-Subansiri District Girls Welfare Association and raised her voice against social evils such as child marriage, forced marriage, dowry among others.

She joined the first batch of women cadre under the Arunachal police in 1987 and the experience gathered there, where she closely watched the plight of girls, motivated her to set up shelter homes for such victims.

In 1979, she initiated a small Adult Education and Nursery centre in Naharlagun and shelter home for girls and victims of child marriage, forced marriages and the destitute.

This humble beginning finally grew up to become the OWA which she registered in 1988.

Now the OWA runs many educational and charity services, including Shishu Greh (orphanage) Crèche, maintaining 150 destitute children, Short Stay Home for 45 destitute women and girls, Working Women’s Hostel, Family Counselling Centre and Women’s Help Line.

The OWA also runs educational institutions for 100 poor boys and needy tribal girls at low literacy pocket of Seppa, providing free education, Kasturba Gandhi Balika Vidyalaya at Jang, Tawang for 100 girls, Secondary school affiliated to CBSE at Naharlagun for poor and dropouts and Vocational Training Centre with various trades.

Apart from these two organisations, namely State Resource Centre Arunachal Pradesh and Jan Shikshan Sangsthan, Naharlagun, sponsored by the Union Ministry of Human Resource Development, are also functioning under the aegis of OWA.

Talking about her future plan, she said that being a cancer patient and having realised the trauma and difficulties associated with the disease she felt the need of doing something for cancer patients in Arunachal Pradesh.

She is also the founder of the Himgiri Multi-purpose Co-operative Society, the objective of which is to cater to the needs of rural artisans and provide marketing facilities for their products.

Yanga was also nominated as a member of the Steering Committee on Voluntary Sector, Planning Commission, besides being associated with various other bodies like the executive committee member of the National Literacy Mission Authority, Ministry Human Resource Development.

She is also a member of the Arunachal Pradesh State Commission for Women and Country Women Association of India.  

NNA felicitates Padma Shri Yanga

ITANAGAR, Jun 14:  Nyishi Nyem Acham (NNA) has felicitated noted social activist Binny Yanga for being the first from Nyishi society to be honoured with Padma Shri.

Arunachal Pradesh State Commission for Women Chairperson Gumri Ringu, Vice Chairperson Radhika Chai and Member Meo Taku were also honoured and felicitated by the Nyishi Nyem Acham at Nyiku Niya Hall, Nyirub Jolly today.

ITANAGAR, Jun 14: Expressing strong resentment over defection of its five MLAs to ruling Congress Party in Arunachal Pradesh, Nationalist Congress Party (NCP) supremo Sharad Pawar has directed the party’s state unit president to initiate legal action against the legislators who defected to Congress.

“In light of Supreme Court’s verdict on four defected NCP MLAs to Biju Janata Dal in Orissa the Speaker of the Legislative Assembly is duty bound to obey the verdict of the Country’s highest court, party’s Arunachal Pradesh unit President Kahfa Bengia said while informing that he has no option but to fall in line with the directive of the high command and move to Speaker’s Court for invoking necessary action against the defected MLAs.

“Such an order by the Apex Court will prevent the culture of ‘Aaya Ram Gaya Ram’ and repose a faith in the wisdom of the public, who elect their leaders on a party symbol and party manifesto for a period of five years,” Bengia said.

This far reaching judgment of the Court would also be applicable in case of defection by PRI leaders as well as councilors of the municipality, Bengia added.

 

 

AATASU commits horrific blunder by alleging Arunachal of encroachment

JAIRAMPUR/JAGUN, Jun 14: With the prime objective of riposting All Assam Tai-Ahom Students Union’s (AATASU) wrongful allegations thrown at Arunachal Pradesh of land encroachment by staging 12 hours bandh on June 12 last, an emergency meeting was convened by Sub-Division Officer Gautam Hazarika at ADC office here today.

The day before yesterday, in one of the most ‘horrific’ blunder, without substantiating their claims with facts, eleven organizations of Assam headed by AATASU staged a 12 hours bandh, accusing Arunachal Pradesh of encroaching upon Assam’s territory.

The association’s blocked the commercial traffic plying through Jagun (main transits point between Arunachal and Assam) to Jairampur, Miao and Bordumsa.

AATASU claims the disputed area as Assam territory but the official record says, the boundary was jointly demarcated by Assam and Arunachal and comes within the Khatang Reserve Forest (Arunachal Pradesh) that shares its boundary with Tingkopani Reserve Forest (Assam).

Sources informed that AATASU were appraised by the local residents of Jagun about the already existing periphery between Assam and Arunachal, despite that the association went ahead with the 12 hours bandh tainting their own status as a reputed association and in the process soured the strong bond shared in this border region of Assam and Arunachal.

SDO Gautam Hazarika, Jairampur OC T Tayeng along with SDO Margherita (Assam) and Jagun Range Officer meet the agitators at 10th Miles (Assam) where AATASU handed two points memorandum to SDO, Margherita (Assam) demanding a ‘police outpost’ at the border point and evicting the encroachers from Tingkopani Reserve Forest (TRF). A verbal request was also made to SDO Hazarika to evict the encroachers from Khatang Reserve Forest (KRF) as they feared that the ‘particular community’ active within KRF might encroach upon TRF.

Earlier, on June 11, in a telephonic conversation, Agriculture Minister Setong Sena advised to hammer out amicable solution for the ‘impending’ agitation without affecting the affinity shared by the both side of the border.

Responding to Sena’s advice, Eastern Parliamentary Youth Congress President James Jugli interacted with the AATASU leadership in Jagun (Assam).

Jugli’s appeal of withdrawing the bandh was politely overruled by the AATASU leadership stating that all the representatives of 11 associations belonging to far-flung areas has already arrived and it would be impossible to ‘call-off’ the bandh in such short notice.

But when Jugli asked them to lift the decided 100 hours economic blockade, they agreed by staging 12 hours bandh instead of 100 hours economic blockade.

Later in the evening, Jugli who was instrumental in mellowing down the 100 hours economic blockade into 12 hours protest rally called upon Jairampur DFO S Mossang, who briefed him about the existing boundary between Khatang Reserve Forest  and Tingkopani Reserve Forest which was demarcated in 2005 and informed that all the ‘activities’ was going on within Khatang Reserve Forest.

Sources informed that the ‘allegation’ made by AATASU is not only baseless but ridiculous because the Reserve Forest boundary they are referring to has already been jointly demarcated by Arunachal and Assam in 2005.

Revealing the root cause of such horrific blunder by AATASU, the source said that it is due to the ‘leasing (99 years) and selling’ of KRF land by ignorant villagers of Old Khamdu village under Jairampur circle to a certain ‘community’ of Assam with whom AATASU shares ‘bitter’ relation has been reason that provoked the uproar.

Meanwhile, in today’s emergency meeting, attended by public leaders, ZPMs and ASMs of four circles – Jairampur, Manmao, Nampong and Rima-Putok, resolutions was passed that the local administration along with forest department accompanied by Assam counterpart will jointly serve eviction notice to the encroachers residing within KRF and TRF, thereafter, immediately exercise eviction drive.

It must be mentioned that the frailty of local administration and forest department has led to the encroachment of KRF in such large scale.

 

 

ASSET celebrates founder’s birthday with a message to save trees

WAKRO, Jun 14: Anu Shiksha Seva Trust celebrated the birthday of its founder Swami Sri Sri Anubhavanandaji with great joy conveying a strong social message. Anudin this year is dedicated to the Save our Trees campaign.

As a flag-off for the campaign, ASSET and its well-wishers have taken up the promotion of fuel efficient smokeless chulhas. Most of our domestic fuel needs in Arunachal is still heavily dependent on precious firewood.  Stoves like these can reduce our firewood consumption by almost 50 per cent. Not only that, the smoke emission that the cooks have to endure in every household can be reduced considerably thus paving the way towards a cleaner greener Arunachal.  

Guided by Sri Satyanarayan Mundayoor and Sri Bappu Deshmukh, an avid environmentalist and conservation enthusiast, ASSET procured Prakti-fuel efficient stoves from Skilmech Engineers, Chennai for its hostel mess. Efforts have been taken by Deshmukh and Mundayoor to popularize the stove in places as far as Hunli, Roing and Anjaw.

Earlier commemorating the happy occasion, Brig Rajwant Singh, SM, Commander 82 Mountain Brigade laid the foundations for Apna Power House and Happy Power House at the Headquarters of the Lohit Brigade in a simple function. The 20 KVA and 15 KVA Mahindra Powerol generators for the power houses   were gifted by the Sat Bhavana Trust, Mumbai. The gift of light could not have been more in time as the area is battling with erratic power supply. The lines to this area run through the temperamental Kamlang forest and thus are constantly disrupted by heavy rains etc. Shyam Jai Singh, Trustee, Sat Bhavana Trust conveyed that the grace of Swami Anubhavanandaji is always there for Arunachal children. The Commander also lauded ASSET for its good work in the community.

In a related event, Subhash Takle of Jodhpur sponsored notebooks and other writing materials for all the Apnes and girls of Wakro for the academic session 2013-14. Subhash assured that Swamiji’s care and concern for children of Arunachal Pradesh will be shared by him. Chairman ASSET thanked him for the very prompt and unconditional support. ASSET also experienced a stream of unconditional love and support from many other well-wishers on this auspicious day.  Ajay U from Banglore donated educational CDs for the Wakro kids. World Blood Donor’s Day

ITANAGAR, Jun 14: The State Health Directorate observed World Blood Donor’s Day by organizing three in-house voluntary blood donation camps at Arunachal State Hospital, Naharlagun, RK Mission Hospital and General Hospital, Pasighat today.

This year’s World Blood Donor’s Day with theme “Every blood donation is a gift of life-donate blood” will be observed for a month. The month-long campaign was launched by Director of Health Services Dr. K Nishing by lighting lamp in the presence of all the officers and staff of Directorate of Health Services  and Arunachal Pradesh State AIDS Control Society, Naharlagun.

APSACS Project Director Dr. Dani Duri, in his keynote address, highlighted the importance of the day and stressed on promotion of safe blood donation.

APSACS Jt. Director (BSD) Dr. Riken Rina advocated for voluntary blood donation and said that one unit of blood can save four lives.

APSACS Dy. Director (Blood Safety) Dr. Nabam Budh, briefed on blood safety programme in the state and observed that the our state was lagging far behind the rest of the country in the field of voluntary blood donation. He called upon the various stake holders like the Blood Banks, NGOs and officials responsible at DHS to put in extra effort to bring Arunachal Pradesh at par with other states of the country in voluntary blood donation.

Kassar Valley Welfare Organisation Chairperson Madang Sonam also participated in the celebration and showed keen interest to organise blood donation camps.

Dr. Nabam Peter, Research Officer, DHS, Nahralgun who himself  is a  voluntary blood donor and donated blood 17 times  so far emphasized the need for organizing more IEC activities on voluntary blood donation to remove the myths and misconceptions attached with blood donation.

Meanwhile, APSACS organized a mainstreaming meeting and voluntary blood donation programme at All India Radio, Itanagar was organized at AIR, Itanagar by APSACS today.

Speaking on the occasion, Project Director, APSACS, urged the youths to come forward and donate blood voluntarily so that no one dies for want of blood. He said that inspite of so much of advancement in the field of medical science there is no substitute for blood and there is no factory which can produce blood.

Dr. Budh highlighted the importance of blood donation and also explained why 14th June is being organized as the World Blood Donors Day. He also explained how a healthy person can donate blood thrice or four times a year.

Tashor  Pali, Dy. Director (IEC) while emphasizing the importance of mainstreaming HIV/AIDS with AIR Programmes urged the AIR employees to continues effort of creating awareness on HIV AIDS through AIR to reach the people living in the far flung areas. He urged the AIR to take the ownership to create awareness on issues like HIV and Voluntary blood donations.

He also urged people to keep away from myths and misconception regarding Voluntary Blood Donation like blood donation will weaken a person’s health or if u donate blood to your wife she will become your blood relatives or if u donate blood to a dying person and if that person dies his spirit will haunt u. While rubbishing such myths and misconceptions he urged youth to come forward voluntarily donate blood as it is replenished within  24 to 48 hours.

CC Manlong, Station Incharge of AIR, Itanagar in his brief speech assured all cooperation AIR, Itanagar for disseminating through AIR to the rural as well as urban audience of the state.

Later, in the evening a panel discussion on World Blood Donors Day was organized at AIR, Itanagar where Dr. Duri, Dr. Budh, and Tashor Pali took part as panel of experts.

 

 

46th Dree Football Tournament

SLSC beat ZFC while ZCS thrash YCH

ZIRO, Jun 14: Last year’s defending champion Sojang Lapang Sports Club (SLSC) has trounced Zeal Football Club (ZFC) by 1-0 goal in the first match of the day organized by Central Dree Festival Celebration, 2013 here at Subansiri Stadium, Hapoli. While Tage Nabin of SLSC scored a goal in 20 minutes of the first half of match for his team, ZFC could not score a single goal till the end of match. However, one of its player Tage Tamo received a yellow card.

The second match of the day was played between Zamara Club Siro (ZCS) and Youngest Club Hari (YCH) in which former defeated later by 3-1 goals.  For ZCS Bullo Khoda scored two goals in 18th and 38th minutes while Bullo Doyang netted a goal in 26th minutes of the first half of the match. In return YCH could score a single goal only through the leg of Dusu Baku in 28th minutes of the first half. However, YCH’s captain Hage Lai was awarded yellow card. The scored remain 3-1 till the end of the match.

Yesterday, in first match Dolo Mando Football Club (DMFC) has defeated Zeal Football Club (ZFC) by 3-1 goals. Bullo Nabing, Racho Tallu and Tilling Nabing of DMFC scored one goal each in 5th, 42nd and 60th minutes of the match. ZFC could able to return single goal in 54th minutes by Tage Yongku.

In second match, the Diibo Sports Club (DSC) trounced All Salang Sports Association (ASSA) by 4-0 and entered into the quarter final. With the defeat of ASSA, DSC becomes the winner of Group-C. Laji Bogia Sports Club (LBSC) who had defeated ASSA on June 12 by 3-0 become the runner-up of Group-C and also entered into the quarter final.

On June 12, Laji Bogia Sports Club (LBSC) trounced All Salang Sports Association (ASSA) by 3-0 goal in the first match of the day. The second match of the day 4th which was played between Diibo Football Club (DFC) and Sancha Yapa Football Club (SYFC) excited audience much. Though DFC received two yellow cards and a red card, the team could able to beat SYFC by 2-1 to win the match.

In tomorrow’s match Dolo Mando Football Club (DMFC) will meet High Definition Football Club (HDFC) in first match while the second match will play between last year’s runner-up All Hija Sports Association (AHSA) and Sancha Yapa Football Club (SYFC).

 

 

APEDA organizes workshop on ECBC, S&L

ITANAGAR, Jun 14: Workshops on Energy Efficiency Building Codes (ECBC) & Standards and Labelling (S&L) was organized by Arunachal Pradesh Energy Development Agency under the aegis of Bureau of Energy Efficiency (BEE) here on June 12 and 13.

Road map to identify steps for implementation of ECBC in Arunachal Pradesh was discussed and it has been decided that a State Level Committee will be constituted to amend the ECBC to suit local and climatic conditions of the state, according to an official release.

An ECBC complaint building has a potential of reduction of 25% - 40% in its energy use.

As per the resolution passed in the meeting of the 6th Power Minister’s Conference held on February five 5 this year, ECBC is to be adopted by the State Governments during 2013-14.

Under the Standard and Labellings Programme, room air conditioners, frost free refrigerators, fluorescent tube lights and distribution transformers upto 200 KVA have been made mandatory to have Star Labelling.

S&L Programme itself has potential to reduce overall energy consumption by use of such equipments/appliances by 18 billion units by the year 2013 and is equivalent to the avoided capacity addition of nearly 3000 MW.

The architects and engineers of various departments, including PWD, UD, DOP and APEDA present in the workshop were given a thorough insight into the technical details on ECBC and S&L programmes of BEE.

Girija Shankar, Assitant Energy Economist, BEE and Ashish Saraswat, Project Engineer, BEE were the resource persons.

G Subramanyam, Director, Siri Exergy and Carbon Advisory Services, Hyderabad was engaged by APEDA as a trainer for both ECBC and S&L prgrammes.

MLA cum APEDA chairman Kumsi Sisisow and Chief Engineer, Central Zone, Department of Power T Mara attended the inaugural and closing ceremony respectively.

India's growth projected to rise

Risks from advanced economies have eased and growth is firming, despite ongoing contraction in the Euro Area. However, the pick-up in developing countries will be modest because of capacity constraints in several middle income countries, says the World Bank in the newly-released Global Economic Prospects (GEP) report.

Global GDP is expected to expand about 2.2 percent this year and strengthen to 3.0 percent and 3.3 percent in 2014 and 2015, the report said.

According to the report developing-country GDP is now projected to be around 5.1 percent in 2013, strengthening to 5.6 percent and 5.7 percent in 2014 and 2015, respectively. Growth in Brazil, India, Russia, South Africa and Turkey has been held back by supply bottlenecks.

"While external risks have eased, growth in these countries is unlikely to reach pre-crisis rates unless supply-side reforms are completed. In China also, growth has slowed as authorities seek to rebalance the economy. Looking at broader region-wide trends, the East Asia & Pacific region is expected to grow by 7.3 percent this year; South Asia by 5.2 percent; and Sub-Saharan Africa by 4.9 percent," says the report.

According to the report, part of the resilience of global trade, despite the weakness in high-income economies, has been due to rapid expansion in South-South trade. More than 50 per cent of developing country exports now go to other developing countries. Even when China is excluded, South-South trade has been growing at an average rate of 17.5 percent a year over the past decade, with manufacturing trade expanding as rapidly as commodities trade.

 

A confusing idea

Dear Editor,

This is in reference to a news item published recently in a section of local daily wherein Union Minister of State for Minority Affairs Ninong Ering reportedly said that although Arunachal Pradesh comprises of 40 per cent of minority population, the state could not avail various benefits extended by the Union Govt under minority affairs aiming to provide basic amenities due to old 2001 Census report. The observation of the minister has created confusion in the mind of many social thinkers including organisation like Arunachal Law Students Union (ALSU). I am also confused --  who are Minorities in Arunachal Pradesh ? The state Govt should come out with details of the census records in local Media and disclose the minority groups in Arunachal Pradesh if any. I am a believer of Christianity but I do never claim or declare myself under minority group. Each tribe of Arunachal Pradesh is getting benefit under Schedule Tribe (ST) status, where they no need to pay income tax.

The central Govt is pouring in huge fund for well being of the tribal people and  these funds should be utilised judiciously for rapid development of tribal state. It should be used for employment generation, quality education, better health care in interior areas.  But central fund in the name of minority in Arunachal is very much ‘unfit’ for Arunachal Pradesh. As per my observation this step will encourage settlement of Illegal Bangladeshi in Arunachal Pradesh as minority group.

I would also like to impress upon the  state Govt that  the members of parliament  of our state should work for the indigenous people of  Arunachal Pradesh,  not for non-Arunachalees. The issues like minority fund and PRC to non-APST are not in the interest of tribal people of Arunachal Pradesh.
